It is clear from the research that the MTUL service area is in need of
improvement in the area of education. According to the US Census 4.4%
of adults in Tulsa County have less than a 9th grade education; however,
16 of 18 census tracts in the MTUL service area have percentages significantly
greater than the 4.4%.
Seven of the census tracts have over 10% and one has over 22% of the adults
with less than a 9th grade education. In addition, several of the schools
within the MTUL service area have low test scores in comparison to the
Tulsa School District average scores. For example, Sam Houston Elementary
as of October 4, 2007,
had a math score of 318 and a reading score of 78 in comparison to the
District with an average math score
of 1039 and an average reading score of 952. It should also be noted that
this school is 90.2% African American and 93% of the students are on the
free lunch program. This school has also been on the Needs Improvement
list for two years. In fact, nine of the 16 schools on the Needs Improvement
list are located in
the MTUL service area. This includes three high schools, two middle schoolss,
and four elementary Schools.
MTUL’s Empowerment Center will address this need with a variety
of educational programs including:
- Freedom school – The MTUL will begin the program
as an component of our afterschool tutoring program in August 2008 which
will feed into the summer program in 2009
- GEAR-UP – current programming
- Tutoring program – current programming
- ACT/SAT Preparation course – current programming
- NULITES (National Urban League Incentives To Excel & Succeed)
– ages 12-18 Youth Leadership Program -funded by mid 2008
- Reading and Literacy – reading at grade level
- funded by 2009
